Upon the gentle sway of Portavas’ waters, a grand wooden raft is proposed—a floating chapter house for the Confederation of Sails, where mariners of all stations may meet in common cause. Built in a series of concentric circles upon sturdy, interlocked platforms, the structure will feature docking bays for member vessels and a central great table for council deliberations.
At the heart of the raft will be the largest circle—a council ring lined with seats for the elected representatives of the Confederation. Here, strategy, negotiation, and the business of the tides will be conducted in full view of the surrounding circle, where smaller tables will host merchants, shipmasters, and sailors alike. The design fosters both transparency and camaraderie, with every voice given space and every vessel a place to moor.
Subtle craftsmanship and nautical artistry will mark the build, with weathered timbers carved in patterns of ropes and waves, and banners of the Confederation fluttering high above the waterline. While most of the raft will be a place of open gathering and visible governance, it is said that there are chambers within whose purpose is known only to a trusted few.
